City’s Budget Document Wins Awards for 20th Consecutive Year

The City of Santa Maria’s budget book has for the 20th consecutive year received national recognition for its commitment to meeting the highest principles of governmental budgeting.

The City’s 2016-18 budget document (covering two years) earned the City its tenth consecutive Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) and its tenth consecutive Operating Budget Excellence Award from the California Society of Municipal Finance Officers (CSMFO). Because each award covers a two-year budget, the City has earned both awards for 20 years.

“The receipt of both awards shows the City’s commitment to fiscal accountability,” said Mark van de Kamp, Public Information Officer/Management Analyst II. “The feedback from reviewers helps our team to continually make an already high quality budget even better, which in turn shows transparency.”

The City Council received both two budget awards at its meeting on Tuesday, April 5th. The presentation was made by Bill Statler, a former CSMFO President and a former GFOA committee member.

To receive the GFOA award, the City had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a as a policy guide, financial plan, operations guide, and communications device.  Budgets must be rated proficient in all four categories and 14 mandatory criteria within those categories to earn the award.

The CSMFO program recognizes those agencies that have prepared a budget document that meets high professional standards. The City’s 2016-18 budget document was awarded 95 of a maximum 100 points, its highest-ever CSMFO score.
