The Measure U2012 Citizens’ Oversight Committee (“Oversight Committee”) will ensure transparency and oversight of the revenue generated by and expenses made in relation to Measure U2012 adopted by the electorate on June 5, 2012, and ratified as Ordinance No. 2012-11. The Oversight Committee’s duties consist of reviewing the annual independent financial audit (performed by an independent auditor on the Measure U2012-generated revenue and expense during the previous fiscal year) as well as review any other City financial reports necessary to advise the City Council of its findings. The Oversight Committee’s findings are presented annually in a written report to the City Council during the first quarter of the calendar year which will be based on the previous fiscal year ending June 30th.

The Oversight Committee’s specific duties are to monitor the revenue collected by the Measure U2012 transactions and use tax as well as report on the expenditures made with the aforementioned tax proceeds.


The Oversight Committee meets annually on the 4th Monday of January at 5:30 p.m. in the City Hall Council Chambers, and as needed.


The composition of the Oversight Committee will consist of no more than five (5) members. The term is four years and/or coterminous with the nominating councilmember's term. Members must be a City resident. Member nominations will be made by individual Councilmembers and confirmed by the City Council. Members will not be current City of Santa Maria employees, officials, contractors, or vendors of the City. Past employees, officials or vendors may be eligible to serve on the Oversight Committee, provided that no conflicts of interest exist.
