General Plan
California Government Code Section 65300 requires the City to adopt and maintain a General Plan "for the physical development of the city." The required elements of a General Plan are specified in Section 65302; this requirement is implemented in the City through the following Elements:
- Land Use Element
- Circulation Element
- Noise Element
- Safety Element
- Resource Management Element
- Housing Element
- Economic Development Element
California Government Code Section 65400 requires the City to file an annual report addressing the status of the General Plan and progress made toward goals and objectives. Typically, these reports are filed with the Governor’s Office of Planning and Research (OPR) and State Department of Housing and Community Development (HCD), by April 1 of the following calendar year; accordingly, annual reports will never include the current year.
